FY 2025-26 Projects
Stormwater Investment Plans
The Regional Program Governance Committees of the Safe, Clean Water (SCW) Program have been working diligently, meeting regularly to review submissions and discuss regional priorities. Each Watershed Area Steering Committee (WASC) must annually provide recommendations to the Board of Supervisors for funding Regional Projects and Programs within the Infrastructure Program, Technical Resources Program, and Scientific Studies Program. Public Works, on behalf of the WASCs, prepares the transmittals for the recommended Stormwater Investment Plans (SIPs). These SIPs are 5-year plans that include first-year budgets and 4-year projections for each of the nine Watershed Areas.
In alignment with the 2024 Biennial SCW Program Progress Report submitted by the Regional Oversight Committee (ROC), the Board’s subsequent motion on Progress and Adaptive Management of the SCW Program, and the Ordinance Amendment, the collection of Infrastructure Program Projects was postponed in the Fiscal Year 2025-26 Call for Projects and resumes for the Fiscal Year 2026-27 Call for Projects.
The WASCs have recommended the following Fiscal Year 2025-26 SIPs:

- Central Santa Monica Bay SIP – WASC Recommended on April 1, 2025
- Lower Los Angeles River SIP – WASC Recommended on March 25, 2025
- Lower San Gabriel River SIP – WASC Recommended on March 11, 2025
- North Santa Monica Bay SIP – WASC Recommended on April 10, 2025
- Rio Hondo SIP – WASC Recommended on March 18, 2025
- Santa Clara River SIP – WASC Recommended on March 20, 2025
- South Santa Monica Bay SIP – WASC Recommended on April 16, 2025
- Upper Los Angeles River SIP – WASC Recommended on April 2, 2025
- Upper San Gabriel River SIP – WASC Recommended on March 27, 2025
Once recommended, the transmittals are advanced to the ROC to determine how well the SIPs meet the SCW Program Goals. The ROC then provides their findings and recommendations to the Board of Supervisors on whether each SIP should be approved.
Safe, Clean Water Program Portal
To track progress, quantify benefits, account for expenditures and ensure transparency, the SCW Portal, which consists of the Map, Dashboard, and Reporting Module, has been developed. Features include, but are not limited to:
- Overview of funded activity projects/studies and project applications currently under consideration
- Summary of multiple benefits
- Map with search box
- Project filters and layers (jurisdictions, programs, funding year, status, cost, etc.)
