Regional Program

FY 22-23 STORMWATER INVESTMENT PLANS HEADED TO BOARD OF SUPERVISORS FOR CONSIDERATION

All Watershed Area Steering Committees (WASCs) recommended project funding for their respective Stormwater Investment Plans (SIPs) for year FY 22-23. The Regional Oversight Committee (ROC) advanced all nine recommended Watershed Area SIPs to the Board of Supervisors for their consideration at the October 4, 2022 Board Meeting. If approved, 101 infrastructure projects will have been funded to date, as well as 32 scientific studies, and 44 feasibility studies.

Watershed specific details of the SIPs transmitted to the Board are available on our website and the overarching summary part of the Board package that will be posted on their webpage this Thursday.

FY 23-24 CALL FOR PROJECTS

The Regional Program Call for Projects for Year 4, FY 23-24, closed on July 31, 2022. A total of 41 proposals were received, including:

  • 33 infrastructure projects
  • 4 scientific studies
  • 4 project concepts for referral to the Technical Resources Program

Watershed Area Steering Committees reviewed and considered the submitted feasibility studies and sent them on to the Scoring Committee.

QUARTERLY REPORTS

Quarterly Reports (for July-September 2022) for Infrastructure Program and Scientific Studies developers are due November 15, 2022 via the reporting portal.

Municipal Program

MUNICIPAL PROGRAM ANNUAL REPORTS DUE DECEMBER 31, 2022

Municipal annual progress/expenditure reports are due December 31st of the following year for activities conducted between July 1-June 30. Annual Reports for previous years are available here

FY 22-23 ANNUAL PLANS

Municipal Program Annual Plans were due to the District on April 1, 2022. Most have been received with only a few outstanding. Any municipality with an Annual Plan still outstanding has been asked to submit their Annual Plan to our dedicated email, SCWPMunicipal@pw.lacounty.gov, as soon as possible.

Please note, each Municipality MUST submit their Annual Plans to receive their annual portion of the Municipal Program local return (i.e., Annual Payment). Failure to submit Annual Plans may delay disbursement of future Municipal Program Funds. Annual Plans received and confirmed complete by the District are posted on the Municipal Program Page. The District hosted an Annual Plan Functionality Information Session in March to inform municipalities how to submit their Annual Plans.

District Program

METRICS AND MONITORING STUDY

The District is advancing a Metrics and Monitoring Study (MMS) to help develop program metrics and monitoring criteria through broad stakeholder involvement and extensive technical research and modeling. Public workshops will be noticed in the coming months. The MMS will facilitate both planning and tracking of SCWP projects and is expected to inform adaptive management of the SCWP, potentially including updates to guidance documents, scoring criteria, monitoring, and project development. The study is scheduled to conclude in late 2023.

DISTRICT EDUCATION PROGRAM

The District has initiated efforts to update the SCWP website and communications materials to provide consistent and up-to-date information about the Program. The District has also initiated a benchmarking effort to assess other local and national schools’ water and conservation curricula and school greening programs.

CREDIT TRADING PROGRAM

The District is developing a Credit Trading Program for eligible property owners to purchase and sell credits to satisfy Special Parcel Tax obligations. The SCWP hosted two workshops on this topic in June 2022. The District will host two additional workshops this Winter.
