Implementation Update March 2023

This newsletter provides updates on the Regional, Municipal, and District Programs. For more details on regional proposals both funded and under consideration, please visit our interactive portal.

As we welcome in the new year, we are also excited to continue executing and further adapting the Safe, Clean Water Program with ongoing involvement of stakeholders like you. Please don’t hesitate to contact us if you have any comments or questions.

AWARDS

The Safe, Clean Water Program received the American Society of Civil Engineers Region 9 Outstanding Sustainable Engineering Project of the Year.

REGIONAL PROGRAM

ADVENTURE PARK STORMWATER CAPTURE PROJECT GROUNDBREAKING

The official groundbreaking of the $41.2 million Adventure Park Multi-Benefit Stormwater Capture Project occurred on Tuesday, February 21, 2023. Adventure Park received $13.5M SCW funding. The multi-benefit project consists of a 6.4 million gallon underground and above-ground runoff capture system that will capture, clean and conserve stormwater to improve water quality, reduce flooding, and increase regional water resiliency. The project will also provide enhancements to park exercise equipment, walking paths, sports field, restrooms, and outdoor seating areas. More and more projects will be entering construction soon and the District will continue to share project highlights.  If you’re a project developer, be sure to include the District and your Watershed Coordinator in the planning of any upcoming groundbreaking or ribbon cutting ceremonies!

STORMWATER INVESTMENT PLANS (SIPs)

All nine WASCs have recommended programming for the respective FY 2023-2024 SIPs. The District is finalizing the SIP transmittal packages for the Regional Oversight Committee for their review and advancement to the Board of Supervisors for their approval. Final recommended funding scenarios can be viewed on the SIP Tool. Details of the SIP transmittals will be posted to the SCW website HERE.

APPOINTMENTS FOR WATERSHED AREA STEERING COMMITTEE (WASC) COMMUNITY STAKEHOLDER MEMBERS, SCORING COMMITTEE (SC) MEMBERS, AND REGIONAL OVERSIGHT COMMITTEE (ROC) MEMBERS

  • The Community Stakeholder seats in all 9 WASCs are up for reappointment in the fall. Minimum requirements for At large, Environmental, Business and Environmental Justice community stakeholder seats may be found in the SCWP WASC Operating Guidelines.
  • The SC seats are up for reappointment in the fall. Minimum requirements for serving on the committee may be found in the SCWP SC Operating Guidelines.
  • The ROC seats are up for reappointment in the fall. Minimum requirements for serving on the committee may be found in the SCWP ROC Operating Guidelines.

To submit your interest to serve, please complete a form HERE and send an email to scwpcommittees@pw.lacounty.gov. Existing members that wish to remain involved do not need to submit a new interest form to be considered for another term. However, if planning to step down, please notify the District ASAP.

GOVERNANCE COMMITTEE MEETINGS 

The California COVID-19 State of Emergency ended on February 28, 2023, thereby withdrawing the exceptions to the teleconference requirements provided in Assembly Bill 361.  As of March 1, 2023, all meetings require committee members to attend in-person, comply with the Brown Act’s traditional teleconferencing requirements, or comply with the Brown Act’s new teleconferencing requirements under Assembly Bill 2449. 

FUNDING PROCESS HANDBOOK

The District released the Regional Program Funding Process Handbook. The handbook provides consolidated information on existing Regional Program requirements and guidance. You can view the handbook HERE.

TRANSFER AGREEMENT (TA) AND ADDENDUM

The District continues to execute TA/Addendums and distribute funds to Project Developers. Detailed instructions were sent in Fall 2022.  If you have any questions or to submit required documentation, please email safecleanwaterla@dpw.lacounty.gov.

ANNUAL REPORTS

Annual Reports (FY20-21 & FY21-22) for Infrastructure Program and Scientific Studies developers were due December 31, 2022 via the reporting portal.  Reports are posted on the dashboard.

QUARTERLY REPORTS

Quarterly Reports (period from October – December 2022) for Infrastructure Program and Scientific Studies developers were due February 15, 2023 via the reporting portal.   To view quarterly reports received to date, please visit the dashboard and select the project of interest.  New reports will be posted as soon as possible.

MUNICIPAL PROGRAM

MUNICIPAL PROGRAM ANNUAL REPORTS

Municipal annual progress/expenditure reports are due December 31st of the following fiscal year for activities conducted between July 1-June 30. Annual Reports for previous years are available HERE. New reports will be posted soon.

FY 23-24 ANNUAL PLANS

Municipal Program Annual Plans for year 4 are due to the District on April 1, 2023. Annual Plans received and confirmed complete by the District are posted on the Municipal Program Page HERE.

DISTRICT PROGRAM

METRICS AND MONITORING STUDY

The District is advancing a Metrics and Monitoring Study (MMS) to help develop program metrics and monitoring criteria through broad stakeholder involvement and extensive technical research and modeling. An MMS Fact Sheet and Q&A from the two public workshops are available HERE.  The study is scheduled to conclude in late 2023 with additional public workshops planned for March and July 2023.  

TAX APPEALS AND RELIEF PROGRAM

Application forms, and the corresponding Procedures and Guidelines related to tax appeals, exemptions, income-based reductions, and credits, are available HERE. Please note that the deadline for the Credit Program Application occurs annually on December 31 for the following tax year.  

REPORTING AND AUDITS

The District updated the reporting timeline which provides key dates for reports pertaining to the District, Municipal, and Regional Programs. It can be viewed HERE.
