Implementation Update December 2023

The Safe, Clean Water Program funds stormwater initiatives that improve water quality, increase our local water supply, and provide community benefits, like green spaces and parks. The program cultivates regional and community partnerships and prioritizes historically underserved communities.

This newsletter provides important updates on the Regional, Municipal, and District Programs, designed to help our community stay informed and engaged. For further information on regional proposals, including those that are funded and under consideration, please visit our interactive portal.

We look forward to our ongoing collaboration in the new year as we remain dedicated to implementing and refining the Safe, Clean Water Program. Key Dates to Know

COUNTY WATER PLAN 

Los Angeles County Public Works is excited to announce the Los Angeles County Board of Supervisors has adopted the County Water Plan (CWP). You may view and download the CWP HERE

The CWP articulates a shared, inclusive, regional path forward to sustainably and equitably achieve safe, clean, and reliable water resources for Los Angeles County. Adoption of the CWP was accompanied by a motion presented by Supervisor Horvath titled “Implementation of the Los Angeles County Water Plan: A Shared, Regional Path Towards Water Resilience.”  You may view the motion HERE.

REGIONAL PROGRAM

Regional Oversight Committee

Reminder: The Draft Biennial SCW Program Progress Report Public Comment period opened on Dec. 8, 2023.

Comments shall be submitted to SafeCleanWaterLA@pw.lacounty.gov with the following subject line:

Subject: ROC Biennial SCW Program Progress Report Public Comment

The deadline to submit public comments is Jan. 8, 2024 by 5:00pm.  The report can be found HERE

Scoring Committee

The Scoring Committee finished scoring Projects submitted in the FY24-25 Call For Projects. You can view the final scoring rubric HERE.

Project Modification Request

The deadline to submit the Project Modification Request (PMR) form for the current fiscal year was on November 30, 2023.  As a reminder, the PMR forms can be submitted at any time. You may view the guidelines HERE.

Public or Media Events

Please notify the District of any public or media events highlighting the achievements and results of the Safe, Clean Water Program, such as project ribbon-cutting ceremonies or groundbreaking events. We are interested in participating! Please send us an announcement via email [safecleanwaterla@pw.lacounty.gov] to begin coordination as early as possible.

Board Motion Report Back

On July 25, 2023, the Los Angeles County Board of Supervisors approved a motion authored by Supervisor Horvath to Accelerate Implementation of the Safe, Clean Water Program. The motion called for 3 actions: (1) Watershed Planning; (2) Simplified Application Process; and (3) Resources and Staffing for Dedicated Adaptive Management. The Report Back (dated November 27th) from the July 25th Board Motion has been prepared in parallel with the Draft Biennial SCW Program Progress Report. You may view the report back HERE.

DISTRICT PROGRAM

Metrics and Monitoring Study

The Metrics and Monitoring Study (MMS) Team hosted a project briefing in October 2023 to provide the final update and results of the study and share the next steps.  The project briefing was conducted twice with the same information presented to allow maximum opportunity for the public to attend the session that best suits their schedule. Tax

Total Program Tax Collection for FY2022-23 is available on the SCW website, in the Estimated Revenues webpage. Projections for FY2023-24 are available HERE.

MUNICIPAL PROGRAM

Municipal Program Annual Reports

Municipal annual progress/expenditure reports are due December 31st. These reports will cover activities conducted during a given fiscal year (July 1-June 30). Annual Reports for previous years are available HERE, and new reports will be posted as soon as possible.

FY23-24 Annual Plans

By April 1, 2023, every municipality had to submit an Annual Plan to the District. This plan is required by the Safe, Clean Water Program’s Municipal Program. The plan is a detailed document that explains the projects, programs, and activities that the municipality intends to carry out with the money they receive from the Safe, Clean Water Program’s revenue. Progress on implementing these plans is reported in the Municipal Program Annual Reports, described above.
