Implementation Update December 2022

This newsletter provides updates on the Regional, Municipal, and District Programs. For more details on regional proposals both funded and under consideration, please visit our interactive portal.

As we welcome in the new year, we are also excited to continue executing and further adapting the Safe, Clean Water Program with ongoing involvement of stakeholders like you. Please don’t hesitate to contact us if you have any comments or questions.

AWARDS

The Safe, Clean Water Program received multiple awards in 2022 for its’ innovation and implementation:

  • Challenge Award for Agriculture, Environment, and Natural Resources by California State Association of Counties;
  • Achievement Award for County Resiliency by National Association of Counties;
  • Sustainable Engineering Awards by the American Society of Civil Engineers (Metro LA Branch and LA Section)

Regional Program

NEW FUNDING PROCESS HANDBOOK

The District released the Regional Program Funding Process Handbook. The handbook provides consolidated information on existing Regional Program requirements and guidance. You can view the handbook HERE.

TRANSFER AGREEMENT (TA) AND ADDENDUM

The District is ready to execute TA/Addendums and distribute funds to Project Developers. Detailed instructions were sent in Fall 2022.  If you have any questions or to submit required documentation, please email SafeCleanWaterLA@pw.lacounty.gov.

ANNUAL REPORTS

Annual Reports (FY20-21 & FY21-22) for Infrastructure Program and Scientific Studies developers are due December 31, 2022 via the reporting portal.  Reports will be posted on the dashboard once available.

QUARTERLY REPORTS

Quarterly Reports (period from October – December 2022) for Infrastructure Program and Scientific Studies developers are due February 15, 2023 via the reporting portal.  

To view quarterly reports received to date, please visit the dashboard and select the project of interest.  New reports will be posted as soon as possible.

Municipal Program

MUNICIPAL PROGRAM ANNUAL REPORTS

Municipal annual progress/expenditure reports are due December 31st of the following year for activities conducted between July 1-June 30. Annual Reports for previous years are available HERE, and new reports will be posted as soon as possible.

FY 23-24 ANNUAL PLANS

Municipal Program Annual Plans for year 4 are due to the District on April 1, 2023.

District Program

METRICS AND MONITORING STUDY

The District is advancing a Metrics and Monitoring Study (MMS) to help develop program metrics and monitoring criteria through broad stakeholder involvement and extensive technical research and modeling. In November 2022, the District hosted two public workshops. The presentation slides and recording are available HERE.  The study is scheduled to conclude in late 2023 with additional public workshops planned for February 2023.  

TAX APPEALS AND RELIEF PROGRAM

Application forms, and the corresponding Procedures and Guidelines related to tax appeals, exemptions, income-based reductions, and credits, are available HERE. Please note that the deadline for the Credit Program Application is December 31 each year for the following tax year.  


2023 OUTLOOK

Much has been accomplished and much more remains to be done – not just with new annual cycles but in overall Program implementation as well!  The Regional Program committees have already begun reviewing Year 4 submittals (over 40 proposals for projects, concepts, and scientific studies). Year 4 SIPs are anticipated to go to the Board in the summer and the Year 5 Call for Projects is scheduled to close on July 31st.  Also, ongoing efforts are anticipated related to telling the story of water in LA through a refresh and relaunch of the SCWP website, as well as development of stormwater education programs, workforce development, metrics and monitoring, and more.  The District remains committed to ongoing transparency, enhancing customer experience, continued stakeholder involvement, and applicable Program improvement as we continue to serve and invest in the region. A Biennial Report will be presented to the public and the Board of Supervisors in late 2023 highlighting recent efforts and progress throughout the SCWP.
