Project Highlight
Nogales Park Stormwater Capture Project utilized a previously undeveloped plot of land at 2603 Grand Avenue in the unincorporated community of Walnut Park. The development project includes construction of a new 0.5-acre park with a staff office and public restroom building, playground areas, splash pad, an open lawn area, and additional park amenities. The building is designed to provide a base of operations for Department of Parks and Recreation and Sheriff’s Department Parks Bureau personnel to ensure safe and accessible recreation programming to the local community.

Watershed Planning
Last month, the recently established SCW Program Watershed Planning Team kicked off a series of facilitated Watershed Planning Workshops during the nine Watershed Area Steering Committee meetings. The workshops engaged committee members to solicit feedback to support the development of Initial Watershed Plans, which promote regional and watershed-based planning that identifies opportunity areas and refines targets that will support strategic investments in the SCW Program. Please refer to the Committees’ weblinks at the bottom of this page for upcoming governance committee meeting dates and agendas that will continue the Watershed Planning discussion. Metrics and Monitoring Study
Last month, the SCWP Metrics and Monitoring Study (MMS) Team hosted a public information session. This information session discussed the study and next steps as the SCWP began implementing some recommendations and is evaluating others through watershed planning. Round 6 Call for Projects
Call for Project Concepts to the Technical Resources Program and Study proposals to the Scientific Studies Program closed on July 31, 2024.
Regional Oversight Committee
The ROC conducts regular meetings on the 2nd Wednesday of each month. The next meeting will occur on August 14, 2024, at 1:00PM and will focus on reviewing the Stormwater Investment Plans and an update on the SCWP Watershed Planning. You may review the SIPs HERE. All are welcome to join virtually or in-person. Additional meeting details will be posted ROC events webpage as they become available.

Municipal Program
Renewal of Municipal Transfer Agreements
The SCW Program is currently working on updates to the Reporting Module to streamline the renewal process for the Municipal Transfer Agreements (TAs). These updates are anticipated to be completed before the current TAs expire. Please note that SCW Program Payments will generally be available for disbursement by December 31 based on timing of revenues actually collected by the SCW Program. Therefore, any minor delays in renewal of the Transfer Agreement are not expected to affect eligibility or the schedule for the disbursement of funds.

Public Education and Community Engagement Grants Program
Safe, Clean Water is partnering with the Water Foundation to develop and administer a Public Education and Community Engagement Grants Program. The program will support education and community engagement efforts related to stormwater and urban runoff capture within the LA County Flood Control District. The Grants Program is in the development stages and is expected to formally launch in September 2024. All feedback and comments regarding the draft program must be submitted to SCWfeedback@waterfdn.org by Monday August 12th, at 5:30pm. Two Public Input Sessions were hosted last month. Credit Trading Program
The SCWP continues to work towards launching the Credit Trading Program. The Procedures and Guidelines document will be available for a 30-Day Public Comment period towards the end of 2024. A stakeholder workshop will accompany the public comment period.
